Reynaldo Maduro, a co-founder of TMS, has a 40 year+ successful track record in the public
and private sectors. Mr. Maduro was the founder and former President/CEO of Research Planning
Inc. (RPI), a leader in Special Ops/Defense and Emergency Management services, now part of BTG/Titan.
Highlights of his career include serving as Assistant Director of ACTION and Director of the Office of
Compliance under President Reagan, an Executive Level V, U.S. Senate-confirmed position, where he was
responsible for the Inspector General, Evaluation, and Equal Employment Opportunity divisions; serving
as a Deputy Special Assistant to President Ford, where he created an exchange of national policy
dialogue between the White House and Hispanic and ethnic communities; and serving as the Executive
Director of the Cabinet Committee on Opportunities for Spanish Speaking People under President Nixon.
Other positions included serving as the Deputy Manpower Administrator and Director of the Equal
Employment Opportunity Program at the Selective Service System, and Director of the Executive
Secretariat at the Law Enforcement Assistance Administration in the U.S. Department of Justice.
In 1963, as the Deputy Chief in Latin America, Mr. Maduro developed the first Latin American
counternarcotics operation. Mr. Maduro began his career as a Federal Narcotics Agent from 1959
to 1964 after serving in the U.S. Marine Corps.
