Ms. Boteler has over 20 years of experience in all phases of the proposal development process from market research, competitor
analysis, formation of teaming arrangements, strategizing, developing compliance matrices, writing sections, heading and participating
on Pink/Red/Gold Teams, through responses to Best and Final Offers (BAFOs). She has established four proposal Development Centers, has
completed the Shipley proposal development course, and is experienced in using that methodology to prepare winning proposals. Her
experience includes Publications Management, Technical Writing, Editing, Documentation Management, and formerly serving as an English
teacher. Ms. Boteler received her B.A. degree in Education/English from George Washington University.
